Which formats can I convert from?

Is MP3 encoding really local?
Yes. The MP3 encoder (lamejs) runs as WebAssembly inside the page. The only download is the encoder library itself on first use.
Why is M4A or OGG sometimes unavailable?
Those formats depend on MediaRecorder support, which varies by browser. WAV and MP3 always work.
Does sample rate conversion lose quality?
Converting to a lower rate discards data by definition; converting upward does not add detail. Match the rate to the destination platform.
